Increasingly complex methodological options, as well as growing sophistication of users, means that the formulation of a research design prior to conducting an evaluation study is likely to be more demanding and time-consucting than previously. In fact, one of the most difficult problems in the entire evaluation endeavor is the development of an appropriate design.. But the issue is not only one of complexity—it is also one of the appropriateness of the designs to the questions at hand. The concern of (...) this article is with tightening the linkage between questions asked and answers given—making sure that the design organizes and directs the evaluation efforts to provide relevant information germane to the needs of the policymakers. By tightening this linkage, it is presumed that the findings from evaluation studies can gain increased legitimacy and use. Appropriate uses and abuses of seven program evaluation designs are analyzed, stressing designs that are most appropriate to the types of informational questions asked by policymakers. (shrink)

If one investigates a process that has several causes but assumes that it has only one cause, one risks ruling out important causal factors. Three mechanisms account for this mistake: either the significance of the single cause under test is masked by noise contributed by the unsuspected and uncontrolled factors, or the process appears only when two or more causes interact, or the process appears when there are present any of a number of sufficient causes which are not mutally exclusive. In ecology and evolutionary biology, experiments usually test single factor hypotheses, and many scientists apparently believe that hypotheses incorporating several factors are so much more difficult to test that to do so would not be practical. We discuss several areas in ecology and evolutionary biology in which the presupposition of simple causation has apparently impeded progress. We also examine a more mature field, the study of atherosclerosis, in which single factor studies did significantly delay progress towards understanding what now appears to be a multifactor process. The problem has three solutions: either factorial experiments, dynamic models that make quantitative predictions, response-surface methods, or all three. In choosing a definition for ‘cause’, we make a presupposition that profoundly influences subsequent observations and experimental designs. Alternative definitions of causation should be considered as contributing to potential cures for research problems. (shrink)

Mill does not claim that if some pleasure is of 'higher quality', then it will be (or ought to be) chosen over the pleasure of lower quality regardless of their respective quantities. Instead he says that if some pleasure will be chosen over another available in larger quantity, then we are justified in saying that the pleasure so chosen is of higher quality than the other. This assertion is unproblematic.

In many systems, the tensors used to describe physical properties must acquire their structure from one vector. Knowledge of that fact alone leads to an interesting line of analysis for such systems. The analysis begins with a discussion of the types of dyadics that can be constructed from one vector. Attention is focused on certain exemplary dyadic operators, which, because of their geometrical properties, would appear particularly basic; the algebra of these dyadics is developed in detail. The algebra is then (...) used in a derivation of the expansion of general functions of these dyadics. Several applications of the general expansion are presented: the inverse of a general dyadic operator (when it exists), a general rotation operator that includes strains and reflections, the determinant of a general dyadic operator, and operators, including some new ones, used in constructing Lorentz boosts. The coordinate-free methods of the preceding paper are illustrated in three problems. First, the electrodynamics of a homogeneous, isotropic, and gyrotropic medium is investigated; it is shown that such a medium can exhibit optical activity, and the propagation of a plane electromagnetic wave in such a medium is discussed. Then, the electrodynamics of a homogeneous system made anisotropic by a uniform external magnetic field is considered; a description of Faraday rotation is provided, the ionosphere being used in an example. We examined how the cultural dimension of universalism–particularism influences managers’ attitudes toward relational favoritism. Paradoxically, we found in a survey study that Brazilian and Chinese managers perceived more negative consequences of relational favoritism than did American managers—even though the Brazilians and the Chinese perceived stronger particularistic cultural norms in their countries than Americans did in the United States. We attribute this pattern of results to “cultural reflexivity”—the ability of people from transforming economies to be culturally self-critical during a period of (...) dramatic societal change. This pattern of results also emerged in a scenario study in which we asked these same Brazilian, Chinese, and American participants to assess managerial succession decisions made by a General Manager. We varied the scenarios so that the promoted manager was either a colleague with no pre-existing relation with the GM or a colleague who was a relative, a close friend, from the same town, or from the same school. Consistent with the results of the survey study, we found that perceived cultural norms of particularism were negatively related to perceptions of fairness. In other words, Brazilians and Chinese, even while living in more particularistic cultures, were more harsh in judging relational favoritism. We conclude with a discussion on the implications of these paradoxical relationships. (shrink)

We argue that the recommendations made by the Institute of Medicine’s 2011 report, Chimpanzees in Biomedical and Behavioral Research : Assessing the Necessity, are methodologically and ethically confused. We argue that a proper understanding of evolution and complexity theory in terms of the science and ethics of using chimpanzees in biomedical research would have had led the committee to recommend not merely limiting but eliminating the use of chimpanzees in biomedical research. Specifically, we argue that a proper understanding of the (...) difference between the gross level of examination of species and examinations on finer levels can shed light on important methodological and ethical inconsistencies leading to ignorance of potentially unethical practices and policies regarding the use of animals in scientific research. This co-edited volume compares Chinese and Western experiences of engineering, technology, and development. In doing so, it builds a bridge between the East and West and advances a dialogue in the philosophy of engineering. Divided into three parts, the book starts with studies on epistemological and ontological issues, with a special focus on engineering design, creativity, management, feasibility, and sustainability. Part II considers relationships between the history and philosophy of engineering, and includes a general argument for the necessity of dialogue (...) between history and philosophy. It continues with a general introduction to traditional Chinese attitudes toward engineering and technology, and philosophical case studies of the Chinese steel industry, railroads, and cybernetics in the Soviet Union. Part III focuses on engineering, ethics, and society, with chapters on engineering education and practice in China and the West. The book’s analyses of the interactions of science, engineering, ethics, politics, and policy in different societal contexts are of special interest. The volume as a whole marks a new stage in the emergence of the philosophy of engineering as a new regionalization of philosophy. This carefully edited interdisciplinary volume grew out of an international conference on the philosophy of engineering hosted by the University of the Chinese Academy of Sciences in Beijing. This study explored a dimensional approach to vocal expression of emotion. Actors vocally portrayed emotions (anger, disgust, fear, happiness, sadness) with weak and strong emotion intensity. Listeners (30 university students and 6 speech experts) rated each portrayal on four emotion dimensions (activation, valence, potency, emotion intensity). The portrayals were also acoustically analysed with respect to 20 vocal cues (e.g., speech rate, voice intensity, fundamental frequency, spectral energy distribution). The results showed that: (a) there were distinct patterns of ratings of activation, (...) valence, and potency for the different emotions; (b) all four emotion dimensions were correlated with several vocal cues; (c) listeners' ratings could be successfully predicted from the vocal cues for all dimensions except valence; and (d) the intensity dimension was positively correlated with the activation dimension in the listeners' ratings.
